True confession: I am a diehard NaruHina fan, ever since the Pain assault arc when Hinata dared to confront a S-ranked threat in order to demonstrate her true feelings once and for all to Naruto, who always recognized deeds over words anyway. So everything I have to say about Naruto is done through that filter anymore.
I have always liked Sakura as she was, A-cup and all, since the beginning. Padding the bra to my mind takes away the emphasis of Sakura's character development in favor of other "development" to make her a bikini contest competitor for Ino & Hinata. This rather misses the point, and shows a shallow appreciation of Naruto's female friends as well. Ino's look is designed to mislead and distract away from her mind jutsus, and Hinata would rather people not look at her 'other bloodline ability'. Sakura is meant to be like Tsunade, who got kunochi power first, then got the sexy killer babe look later as a result of inner power showing through, not external beauty. (Since Tsunade's appearance is 100% special effects, what does that say about physical beauty in the ninja world anyway?)
Sakura's early attempt to be cute girlfriend material only makes her a sideline character when the action gets going. Hinata can at least use her Byakuga to locate a foe, and then hit them for effect! So Sakura chooses to become Tsunade's apprentice and work hard to keep up with Naruto & retrieve Sasuke, but it also costs her a lot of primping time as well. Sakura never gets the time to build an Ino-style body, or cultivate the lovely shampoo-commercial hair that Ino & Hinata both get during the time-skip period. Sakura's good looks are those of a successful young woman who has gotten over self-doubt and self-denial, and isn't stepping down for anyone. (At least 1 ninja she treats confesses to her, so someone is taking notice! ) The RTN movie version of Hinata is rather cruel to Sakura about presumed appeal, but Sakura could (after the fact) realize it was the rebound of her earlier envy, and that physical beauty could pall if the inner self was not attractive. The movie rubs that lesson in in spades regarding the male characters, since Charasuke is a faithless man-whore, and Menma has Naruto's masculine appeal but not his compassionate heart.
